DevOps for Federal Acquisition

Federal acquisitions are principally grounded in a traditional system development model with divisions of labor among development, independent test, and operations organizations. These silos are reinforced by the structure of current acquisition artifacts such as standard Contract Data Requirements List (CDRL) items and Data Item Definitions (DIDs). By contrast, in a DevOps ecosystem, development, test, and operations simply share responsibility for delivery of functioning services or products. Just as the movement toward a more Agile Development model within Federal acquisitions continues to struggle with adapting CDRL and DID artifacts, we anticipate programs seeking to inject DevOps approaches and proficiencies will have analogous challenges. DevOps will continue to mature as a systems concept, and the government will be looking to adopt and adapt DevOps. This paper explores initial concepts of how a Request for Proposal (RFP) may be constructed to procure a system with DevOps principles, and proposes corresponding tailoring of acquisition artifacts.

Since 2013, Mr. Cagle has been heavily involved in Cloud Computing, DevOps, and Continuous Integration/Deployment, as Principal Investigator for a research project (“MITRE DevOps Ecosystem Simplified”), and as an instructor for the MITRE Institute’s 2015 Cloud Computing Learning Path, and the 2014 course, “Cloud Computing for Software Practitioners”. In the area of Healthcare IT, Mr. Cagle was a 2014 Annual HIMSS Conference Speaker, delivering a well-received technical training session on “Completing the Interoperability Ecosystem” to the Postgraduate Institute for Medicine educational forum. He was the Technical Investigator for a VA/VHA Resource Allocation Research modeling and simulation prototype developed and transitioned to the New England VERC for resource allocation at VA clinics and hospital facilities. He published “Resource Allocation Based on a Real-Time Location System” in The Journal of Medical Practice Management volume 30, issue 2 in October of 2014.

Mr. Rice is a Principal Software Systems Engineer at The MITRE Corporation in Bedford, MA. He is a champion of adoption of agile and adaptive software methods, and more recently on Continuous Deployment and DevOps. He is a co-author of the “Cloud Computing for Software Practitioners” course at MITRE for the integration of an Interactive Development Environment with Amazon Web Services, and is the Co-Principal Investigator for the DevOps research project (Investigator for a research project (“MITRE DevOps Ecosystem Simplified”.) He is focused is on how DevOps ecosystem can work in Federal, State, and Local government acquisitions.

Michael Kristan is a Lead Software Systems Engineer at The MITRE Corporation in Bedford, MA. He is a researcher for an internal research project focused on building a DevOps ecosystem that works in Federal, State, and Local government. Mike brings hands-on experience with Cloud Computing and DevOps to multiple government organizations. He held workshops in Amazon Web Services and Chef, a configuration management and deployment tool. Mike has been a session lead at the Federal Cloud Summit and was a peer reviewer of Thomas Erl’s textbook “Cloud Computing Design Patterns”. He holds a Bachelor’s degree in both Computer Science and Electrical & Computer Engineering from Worcester Polytechnic Institute and a Master’s degree in Computer Information Systems from Boston University with a concentration in Security. Outside of the office, Mike sings tenor in multiple choirs and performed the national anthem at a Red Sox game.
